Christmas 2026 shipping deadlines, USA to the Philippines: USPS, express and balikbayan box cut-offs
USPS’s 2026 holiday table, checked October 19, 2026, gives Wednesday, December 9, 2026 as the send-by date to the Philippines for First-Class Package International Service and Priority Mail International, and Wednesday, December 16, 2026 for Priority Mail Express International, for expected delivery before December 25. On the box side, Atlas Shippers International posted October 19 and October 26, 2026 as its Southern California cut-offs, the only dated 2026 box cut-offs on the own sites of the six US couriers checked. Later box dates are count-backs from posted transit: November 9 to November 24 for Manila Forwarder’s ocean cargo to Metro Manila, and a Johnny Air Cargo flight on December 15 or 17 (derived, not posted dates). FedEx, UPS and DHL Express had published no Philippines date as of October 19.

Is it too late to send a balikbayan box from the US for Christmas 2026?
Atlas Southern California’s October 19 and October 26, 2026 are the last dated box cut-offs any US courier checked has published for this Christmas. Past them, the calendar carries count-backs from posted transit times, spread from late October to late November: Thursday, October 29 for an Atlas Northern California box to Mindanao, Monday, November 9 at the slow end of Manila Forwarder’s ocean time, Thursday, November 19 for Forex eShip’s Seattle sailing. Each is arithmetic on a transit figure and leaves out pickup, the wait for a container to fill, and customs. The Mindanao count-back uses Atlas’s 8-week transit alone; Atlas’s own Book-by guidance for the same lane, which carries no year, says late August.
Air and mail run later. Johnny Air Cargo’s posted 5 to 7 business days put a mid-December flight within reach of December 24 on paper. The two USPS dates, Wednesday, December 9 and Wednesday, December 16, are later still. Those lanes carry parcels, though: USPS caps one to the Philippines at 44 lb, while Atlas’s FAQ sets no weight limit on a box and charges extra for heavy ones.
What is the USPS Christmas 2026 deadline for the Philippines?
USPS publishes one international holiday table, arranged by world region. A parcel to Quezon City or Cebu goes under Asia/Pacific Rim. This year all nine regional rows, from Africa to the Middle East, carry the same three dates, so the row only matters as a label.
The country page in the USPS International Mail Manual adds what the holiday table leaves out: the Philippine weight limits, which price group applies, and where the fastest service actually delivers.
| Service | 2026 send-by (Asia/Pacific Rim) | USPS posted speed | Weight limit to the Philippines | Retail price to the Philippines, from |
|---|---|---|---|---|
| Priority Mail Express International | Wednesday, Dec. 16 | 3–5 business days | 44 lb; Flat Rate Envelope 4 lb | USD 89.20, Flat Rate Envelope (price group 6) |
| Priority Mail International | Wednesday, Dec. 9 | 6–10 business days | 44 lb; Flat Rate Boxes 20 lb | USD 53.00, Flat Rate Envelope; USD 54.75 Small, USD 112.70 Medium and USD 139.55 Large Flat Rate Box (group 6) |
| First-Class Package International Service | Wednesday, Dec. 9 | Varies by destination | 4 lb; contents valued up to USD 400 | USD 22.05 up to 8 oz; USD 78.30 for 49–64 oz (group 4) |
| Global Express Guaranteed (GXG) | Not in the 2026 table | Not applicable | Suspended as of September 29, 2024 | Not applicable |
Express International has the latest date, but the Manual lists the Philippine places it reaches by name. They are the Metro Manila cities, including Manila, Quezon City, Makati, Pasig, Taguig and Caloocan, plus provincial cities such as Angeles, Baguio, Batangas City, Cebu City, Lapu-Lapu, Iloilo City, Bacolod, Tacloban, Davao City, Cagayan de Oro and Zamboanga City. A barangay outside that list is off the Express route. The Manual attaches no list of served areas to Priority Mail International or First-Class Package International Service.
Two more lines in the Philippine entry change how a gift parcel is packed. Liquids, easily liquefiable items, and glass or similar fragile articles are on the prohibited list, along with coins, banknotes and precious stones, and insurance is “NOT Available” for Priority Mail International to the Philippines. Coffee for personal use is capped at 2 kg of beans or ground coffee, or two 500 g bottles of powdered coffee; above those amounts the Manual requires approval from the Food and Drug Administration of the Philippines.
At the 4 lb ceiling, a First-Class package costs USD 78.30, USD 23.55 more than a Priority Mail International Small Flat Rate Box with the same December 9 send-by date (derived from Notice 123). At 8 oz or less, First-Class is the cheaper of the two at USD 22.05.
USPS’s international service-alerts page, updated October 2, 2026, lists suspended service to 13 countries, from Afghanistan to Yemen; the Philippines is not among them.
FedEx, UPS and DHL Christmas 2026 dates to the Philippines
FedEx is the only one of the three with a 2026 holiday table on file, and it stops short of the Philippines.
| Carrier | 2026 Philippines last-ship date | What the carrier has posted |
|---|---|---|
| DHL Express | Not found; confirm with DHL Express | No 2026 US holiday last-ship date on DHL's US pages as of 2026-10-19 |
| FedEx | Not posted; confirm with FedEx | 2026 table targets arrival by Dec 24, 2026; international dates for Canada, Mexico and Puerto Rico only; 'U.S. to other International destinations' sent to the fedex.com rate finder. Its international dates 'do not take into account time requirements for customs clearance.' |
| UPS | Not posted; confirm with UPS | 2026 Year-End Holiday Schedule: last days to ship to international destinations other than Canada and Mexico via 'Calculate Time and Cost at ups.com/ctc'; Dec 24 pickup for Air and International Air only 'if prearranged by Friday, Dec. 18'; Dec 25 'No UPS pickup or delivery service' |
FedEx’s table also says “Please allow extra transit days for delivery outside of major cities.” Its US-to-Canada column runs to Wednesday, December 23 for International Priority; for the Philippines, the same table points to the fedex.com rate finder.
Balikbayan box cut-offs from the US for Christmas 2026
A box cut-off belongs to the courier. It changes with the warehouse the box leaves from and the Philippine region it goes to, so there is no single US date. The census below covers six US box couriers that run their own sites. When their sites were re-checked on October 19, 2026, one of the six had dated 2026 cut-offs up.
| Courier | US base on its own site | Service | Transit posted on its own site | 2026 Christmas cut-off | Entry in the BOC per-port files (2022) |
|---|---|---|---|---|---|

| Manila Forwarder | Los Angeles (Eagle Rock Blvd); pickup in Southern California (Los Angeles, Valley, Lancaster, Orange County, Inland Empire, San Diego) and Las Vegas, Colorado, Wyoming, Nebraska, Kansas; other states send boxes to its LAX warehouse by USPS or FedEx Ground | Ocean and air | Ocean 30-45 days, air 3-7 days, both to Metro Manila (air cargo page: 1 to 3 weeks) | Not posted; confirm with Manila Forwarder | MICP file: 'Triskelion Enterprises DBA Manila Forwarder' (expiry May 19, 2022) and 'Manila Forwarder' (expiry Nov 2, 2023) |
The Atlas notice for Southern California, posted October 9, ties its dates to three conditions. “These cut-off dates apply to Southern California shipments only,” with Northern California, Las Vegas and other locations sent to their local branch or agent. Atlas asks for boxes “at least three weeks before the published cut-off date for your destination.” And the dates “do not guarantee delivery by Christmas.”
Atlas’s Northern California site does not post a 2026 date. Its Christmas page gives transit by destination and an undated “Book by” column (mid September for Metro Manila and Luzon, late August for Davao and the rest of Mindanao), described as “guidance based on typical sailing schedules.” A box booked in October or November still ships, the page says, “but arrival may fall after Christmas,” and it names Visayas and Mindanao addresses in particular.
Southern California’s Mindanao cut-off falls a week before its Visayas one, and Northern California’s slowest lane is also Mindanao. Among the delay factors in the Southern California notice is this one: “Deliveries to certain provinces and remote areas may require additional transportation time.”
Counting back from December 24 for a Los Angeles box
Manila Forwarder posts a range, 30 to 45 days by ocean to Metro Manila, so its count-back is a range too. A hand-over on Monday, November 9 lines up with December 24 at the slow end of that range, and one on Tuesday, November 24 at the fast end (derived).
-
Pickup or hand-over

The same courier’s pages disagree on air. Its balikbayan box page gives “3-7 days” to Metro Manila with a Thursday air cut-off; its air cargo page gives “1 - 3 weeks transit to Manila” with a Wednesday 12:00 cut-off. Johnny Air Cargo, in New York, posts one figure: 5 to 7 business days from the flight date, with flights every weekday. Counted Monday to Friday, a flight on Tuesday, December 15 or Thursday, December 17 reaches the end of that range on December 24 (derived). The count ignores Philippine holidays in that week.
How many days does delivery take inside the Philippines?
A box for Iloilo or Davao has one more leg after Manila. LBC posts it on its US sea-freight page as days from each of its hubs to each destination, with Sundays and holidays left out.
From the NCR hub, Metro Manila is next-day, the Visayas take 3 to 5 days and Mindanao 4 to 6; Batanes, at 9 to 11, is the longest row. LBC’s table also has rows starting from North and South Luzon, the Visayas, Mindanao, Luzon Island and Puerto Princesa/Coron hubs.
How to check a US balikbayan forwarder before paying
A balikbayan shipment has two ends, and each end has its own register. CAO 01-2018 §3.7 describes the consolidator abroad as a forwarding company acting as an NVOCC, and the Federal Maritime Commission licenses US-based NVOCCs. At the Philippine end sits the deconsolidator, which §3.8 defines as the consolidator’s agent in the country of importation.
- 1
1 · US license
HowThe Federal Maritime Commission states that US-based NVOCCs and ocean freight forwarders are required to obtain an FMC license (46 CFR 515.3) and file proof of financial responsibility. Every NVOCC in the US trades is also required to publish a tariff (46 CFR 520.3), and the FMC's OTI page links its NVOCC tariff listing.
The courier or its named consolidator appears with an FMC license.
No FMC record under the trading name or the legal name on the receipt.
- 2
2 · Philippine counterpart
HowThe Bureau of Customs per-port files pair each foreign agent with its Philippine deconsolidator, one file per port of entry. In the MICP file the US agents are listed by state, on pages 79–96.
The US company and its Philippine counterpart appear together in the file for that port.
The courier cannot name its Philippine counterpart, or neither name appears in any port file.
- 3
3 · Accreditation still current
HowThe BOC page carries the date September 8, 2022 and the Port of Manila file is dated August 12, 2022. Every US-row expiry date in the MICP file falls on or before June 28, 2024. The Port of Manila file is titled a list of FTEB-DTI accredited deconsolidators, which places current status with DTI; the Philippine Trade and Investment Center in Los Angeles (DTI) is at 3250 Wilshire Blvd Ste 602, (213) 388-1029.
DTI or BOC confirms an accreditation dated after the 2022 file.
Only the 2022 entry exists, with an expiry date long past.
- 4
4 · Same names on the paperwork
HowCAO 01-2018 §3.7 has the consolidator issue the house bill of lading in its own name and ship under a master bill of lading consigned to its Deconsolidator or Freight Forwarder at the port of destination. Those are the names the FMC and BOC records carry.
The consolidator and deconsolidator named on the house bill match the registers.
The receipt names a company that appears in neither register.
What a courier pays if a box goes missing is set on its own pages. Atlas’s FAQ caps its liability at USD 200 per Regular or Macho box. LBC USA lists USD 100 for the West Coast, USD 200 for the Midwest and USD 300 for the East Coast, with insurance available up to USD 3,000 per shipment. Manila Forwarder insures each box up to USD 200 and sells extra cover at USD 5 per USD 100.
US bank holidays and transfer timing, late 2026
A gift that misses the box window can go as money instead. On the US side, the Federal Reserve calendar sets the days a bank-funded transfer can stall.
| Holiday | Date | FedACH processing ends | FedACH processing resumes |
|---|---|---|---|
| Veterans Day | Wednesday, Nov. 11, 2026 | Nov. 10, 2026, 11:30 p.m. ET | Nov. 11, 2026, 5:30 p.m. ET |
| Thanksgiving Day | Thursday, Nov. 26, 2026 | Nov. 25, 2026, 11:30 p.m. ET | Nov. 26, 2026, 5:30 p.m. ET |
| Christmas Day | Friday, Dec. 25, 2026 | Dec. 24, 2026, 11:30 p.m. ET | Dec. 27, 2026, 5:30 p.m. ET |
| New Year's Day | Friday, Jan. 1, 2027 | Not on the FedACH table as of 2026-10-18 | Not on the FedACH table as of 2026-10-18 |
The Christmas pause starts at 11:30 p.m. ET on Thursday, December 24 and lifts at 5:30 p.m. ET on Sunday, December 27, so it spans Christmas Day and the weekend after it. An ACH-funded transfer started inside that stretch waits for the restart. The Philippine end keeps its own December closures, set out on December remittance timing and Philippine holidays.
| Amount sent | Average fee | Average exchange-rate margin | Average total cost | Average total cost in USD |
|---|---|---|---|---|
| USD 200 | USD 6.23 | 1.40% | 4.52% | USD 9.03 |
| USD 500 | USD 9.07 | 1.06% | 2.87% | USD 14.35 |
The fee rises by USD 2.84 between the two amounts while the amount sent rises by USD 300, so the larger transfer pays a smaller share: 2.87% against 4.52%. Those averages come from an August 2025 survey, and the newest archived copy of the World Bank page, dated July 11, 2026, shows no later quarter.
What changes once it lands
Customs in Manila applies one order to container boxes and another to mail. Boxes that travel with a consolidator come under CAO 01-2018, where the §4.2 cap runs per sender per calendar year: ₱150,000 in FCA value, summed over every balikbayan box that sender ships. Post is the case §4.4 names. A balikbayan box sent by USPS goes under CAO 03-2017 on postal items, yet it still uses up one of the sender’s three duty-free shipments for the year.
An ordinary gift parcel sits under a different line. CMTA §423 sets the de minimis: at an FOB or FCA value of ₱10,000 or less, no duties and taxes are collected. Both instruments were read on customs.gov.ph on October 18, 2026. Section 4.4 also has the Bureau run a monitoring system so the exemption is used no more than three times a calendar year; the balikbayan box tax-free limit covers the privilege in full.
How to read this
The four published 2026 deadlines count to different end points. USPS’s December 9 and December 16 count to delivery before December 25. Atlas Southern California’s October 19 and October 26 are booking dates with no delivery promise. FedEx’s table counts to December 24 but has no Philippines row. A courier’s own 2026 notice replaces the matching count-back on this page, and the page is re-checked weekly through December. The Christmas box cut-off checker does this count-back for any US route and Philippine region.

Questions, answered
- Where does USPS Priority Mail Express International deliver in the Philippines?
- Only to the places the USPS International Mail Manual lists for the Philippines (checked 2026-10-18): the Metro Manila cities, including Manila, Quezon City, Makati, Pasig, Taguig and Caloocan, and provincial cities such as Angeles, Baguio, Batangas City, Cebu City, Lapu-Lapu, Iloilo City, Bacolod, Tacloban, Davao City, Cagayan de Oro and Zamboanga City. The weight limit is 44 lb, or 4 lb in a Flat Rate Envelope. USPS's 2026 holiday table gives Wednesday, December 16, 2026 as its send-by date for expected delivery before December 25. The Manual lists no served-area restriction for Priority Mail International or First-Class Package International Service.
- What is the last day to ship a balikbayan box from the US for Christmas 2026?
- Of six US box couriers checked on 2026-10-19, only Atlas Shippers International has dated 2026 cut-offs on its own site. For shipments from Southern California it posted Monday, October 19, 2026 for Luzon 2 & 3 and Mindanao and Monday, October 26, 2026 for Metro Manila and Visayas, and it states the dates do not guarantee delivery by Christmas. Bayanihan Cargo, Forex eShip, Johnny Air Cargo, LBC USA and Manila Forwarder post no 2026 Christmas cut-off. Counted back from December 24, Manila Forwarder's posted 30-45 days of ocean transit to Metro Manila gives November 9 to November 24 (derived, not a posted date).
- What is the FedEx, UPS or DHL Christmas 2026 deadline to the Philippines?
- None of the three carries a Philippines row in its 2026 US holiday schedule (checked 2026-10-19). FedEx's table targets arrival by December 24, 2026, lists international dates for Canada, Mexico and Puerto Rico only, and sends every other destination to the fedex.com rate finder. UPS's 2026 Year-End Holiday Schedule says that for last days to ship from the U.S. to other international destinations, its Calculate Time and Cost tool at ups.com/ctc applies, and it lists no UPS pickup or delivery on Friday, December 25. No 2026 DHL Express US holiday date was found; confirm with DHL Express.
- How much does USPS charge to send a package to the Philippines?
- USPS Notice 123, effective October 4, 2026, places the Philippines in price group 6 for Priority Mail International and Priority Mail Express International and in group 4 for First-Class Package International Service. Retail prices to the Philippines start at USD 53.00 for a Priority Mail International Flat Rate Envelope (up to 4 lb), USD 112.70 for a Medium Flat Rate Box and USD 139.55 for a Large Flat Rate Box (up to 20 lb), USD 89.20 for a Priority Mail Express International Flat Rate Envelope, and USD 22.05 for a First-Class package up to 8 oz (checked 2026-10-18).
- Does a USPS parcel to the Philippines count toward the balikbayan box privilege?
- A balikbayan box mailed through USPS still counts. CAO 01-2018 §4.4 says boxes that arrive other than as a consolidated shipment, including postal items under CAO 03-2017, fall under a different order but are included in counting the three-times-a-year privilege. The ₱150,000 ceiling in §4.2 is the total FCA value of all balikbayan boxes per sender per calendar year. An ordinary gift parcel falls under CMTA §423: no duties and taxes on goods with an FOB or FCA value of ₱10,000 or below (both read on customs.gov.ph, 2026-10-18). CAO §4.4 also has the Bureau keep a monitoring system so the exemption is used no more than three times in a calendar year.
