What a balikbayan box actually costs: the price broken into parts
A balikbayan box quote is not one number, it is a stack of them, and two couriers can quote very different totals for the same box and both be honest, because they are adding up different lines. Only one line in the whole quote is fixed by rule. The rest is the courier’s to set, which is why it helps to see the parts separately before judging whether a quote is fair or padded.
| Line | What it is | Who sets it | Fixed or variable |
|---|---|---|---|
| Base freight (sea or air) | The carriage itself — the largest line, by mode, box size and route | The courier, via its calculator | Variable — confirm with the courier |
| Fuel / peak-season surcharge | An add-on the courier can revise with fuel and season | The courier | Variable — not a posted figure |
| Door-to-door delivery | First-mile pickup and last-mile delivery, bundled on sea or air | The courier | Variable — by route |
| Customs processing charge | The one government-fixed line, per house bill of lading / air waybill | Bureau of Customs (CAO 01-2018 §4.9) | Fixed: ₱125.00 (incl. ₱15 stamps + ₱10 research) |
| Customs duty | Applies only past the duty-free allowance (§3.1) | Bureau of Customs | ₱0 for a compliant box |
The one line that is fixed
Everything a courier quotes can move except the customs processing charge. The Bureau of Customs sets it at ₱125.00 per house bill of lading or house air waybill in CAO 01-2018 §4.9 (checked 2026-08-08), and that ₱125 already includes ₱15.00 in documentary stamps and a ₱10.00 legal research fee. It is charged per shipment, not per box, and the CAO notes the Commissioner may periodically review it. If a quote breaks this out as a large “customs fee,” that is a flag: the fixed government line is ₱125, and anything larger under a customs label is the courier’s own charge wearing a customs name.
The lines that are the courier’s to set
Base freight is the biggest number and the one you cannot look up here, because it is gated behind each courier’s calculator — origin ZIP plus destination region produce a quote, not a posted board. The live rate comparison, as couriers post it, is on the US-to-Philippines courier rates page.
The surcharge line is where padding hides. A fuel or peak-season surcharge is real — couriers do add one — but it is the courier’s figure, revised with fuel and season, and it is not sourced to any posted rate, so no percentage is quoted here. A surcharge shown as its own named line in a written quote is easier to compare than one folded silently into the freight.
Door-to-door is a service bundle, not a mode. It layers first-mile pickup and last-mile delivery onto sea or air, and its cost depends on both your address and the recipient’s region. How the three modes trade off on cost and speed is on sea vs air vs door-to-door; how long each mode’s journey runs, stage by stage, is on how long a balikbayan box takes.
Why most boxes pay no duty at all
For a qualified sender, the box itself is duty- and tax-free within the privilege: up to three availments in a calendar year, and ₱150,000 as the total FCA value of every box that sender ships across the whole year, not per box (Bureau of Customs, CAO 01-2018 §4.1–4.2, checked 2026-08-08). Those two ceilings bind independently. CAO §7 excludes a sender who has passed ₱150,000 for the year even without using all three availments (§7(b)), and one who has used all three availments even without reaching ₱150,000 (§7(c)) — whichever comes first ends the duty-free treatment for that year. So for a compliant box, the only customs cost is the ₱125 processing charge. Duty enters only past the allowance: §3.1 provides that any amount in excess of the allowable non-dutiable, non-taxable value is subject to the applicable duties and taxes. The full allowance rule is on the tax-free limit page.
How to read a quote with this
The value of the split is comparison. Two couriers quoting different totals for the same box are adding the same parts in different amounts, so a quote that names each line separately (freight, surcharge, door-to-door, and the fixed ₱125) is the one you can actually check, line by line, against another. Nothing here names a courier to use; that comparison is made on an exact box, on the day, with a written quote from each.
For the whole first-box process end to end, see the first-box step-by-step; every box guide on this site is collected on the balikbayan box hub.
Questions, answered
- Why is my balikbayan box quote higher than the advertised price?
- An advertised box price is almost always the base freight only. The quote adds the lines that base rate leaves out: a fuel or peak-season surcharge the courier sets and can revise, any door-to-door pickup and delivery, and the one government-fixed line — the Bureau of Customs processing charge of ₱125.00 per house bill of lading or house air waybill (CAO 01-2018 §4.9, checked 2026-08-08). Knowing which line is which is how you tell a fair quote from a padded one, because only the ₱125 charge is fixed; the rest is the courier's to set.
- What is the ₱125 customs processing fee on a balikbayan box?
- It is the Bureau of Customs processing charge, set at ₱125.00 per house bill of lading or house air waybill in CAO 01-2018 §4.9 (checked 2026-08-08). That ₱125 is inclusive of ₱15.00 in documentary stamps and a ₱10.00 legal research fee. It is a per-shipment government charge, not a per-box one, and the CAO notes the Commissioner may periodically review and revise it. It is the only line in a balikbayan box quote that is fixed by rule rather than set by the courier.
- Do you pay by weight or by box for a balikbayan box?
- For the standard sea-freight balikbayan box, couriers price by box size or volume rather than by weight, which is the whole appeal — a heavy box of canned goods costs the same as a light one of the same dimensions. Exact per-size freight is gated behind each courier's calculator (origin ZIP plus destination region), so this page does not publish a per-courier rate. The customs volume limit is a separate cap, 200,000 gross cubic centimetres per box (CAO 01-2018 §3.2, checked 2026-08-08); the courier's size tiers sit inside it.
- What is a peak-season or fuel surcharge on balikbayan box shipping?
- It is a variable line the courier adds on top of base freight, which the courier sets and can revise — not a government charge and not a fixed figure. This page does not quote a surcharge amount or percentage because those are not sourced to any courier's own posted rate and move with fuel and season. Expect base freight, plus a surcharge the courier defines, plus the fixed ₱125 customs processing charge. A written quote that names the surcharge as its own line is easier to check than one that folds it into freight.
- Are balikbayan boxes taxed by customs?
- Most are not. A qualified sender's box is duty- and tax-free up to three availments a calendar year and ₱150,000 in total FCA value across all of that sender's boxes for the year (CAO 01-2018 §4.1–4.2, checked 2026-08-08). Past that, §3.1 provides that any amount in excess of the allowable non-dutiable, non-taxable value is subject to the applicable duties and taxes. So for a compliant box the customs cost is just the ₱125 processing charge; duty appears only when the allowance is exceeded.
