OFW documents checklist: what each Philippine agency posts on validity, fees and processing

The Philippine documents an overseas Filipino worker is most often asked for each have a posted rule at the agency or in the law behind them. Section 12 of RA 11983 makes a regular passport valid for 10 years for adults, RA 10801 §9 sets OWWA membership at USD 25 and keeps it active for the contract or two years, whichever ends first, and PSA Serbilis’s FAQ lists USD 20.30 per copy for a PSA birth certificate delivered abroad by PHLPost. The table sets out each document’s issuing office, validity, posted fee and processing time with its source and date; which of them a given person holds or renews is the issuing agency’s call.

Passport: validity, fees and renewal abroad

Section 12 of RA 11983, the New Philippine Passport Act, sets a regular passport’s validity at 10 years, and 5 years for anyone under 18 at application. The Act’s title repeals RA 8239, the Philippine Passport Act of 1996.

Fees split by where the application is filed. The DFA passport FAQ, read from the Internet Archive copy dated 2025-10-27, lists PHP 950 for regular processing and PHP 1,200 for expedited inside the Philippines, with release after 10 working days in the NCR and 12 elsewhere, or 5 and 7 days on the expedited track. For applications at Foreign Service Posts the same FAQ points to each embassy’s or consulate’s own fee schedule and gives processing of around 4 to 6 weeks. The Embassy of the Philippines in Washington DC, as one posted example, lists a USD 60 renewal fee and mails the new passport within six to eight weeks of the appointment (checked 2026-10-19).

The same FAQ states that a passport needs at least six months of validity for travel abroad. It also states that visas in an expired passport stay valid, and asks that the old passport travel with the new one. For OFWs applying in the Philippines, it lists proofs of OFW status for the courtesy lane such as a valid OWWA e-card, a valid employment contract, a valid work or residence visa, or a seafarer’s record book stamped within 364 days.

OEC, the Balik-Manggagawa exemption and the OFW Travel Pass

The Overseas Employment Certificate is the DMW’s exit clearance for overseas employment. A DMW-hosted Q&A issued under GBR No. 12, s. 2016 and MC No. 06, s. 2016 sets out when a returning worker (Balik-Manggagawa) is exempt from it. The exemption covers a worker with an employment visa or work permit who has served or is serving the contract and meets all three conditions: returning to the same employer, returning to the same job site, and having a record in the POEA database. The same Q&A lists who is not exempt, including workers going to a different employer or job site, workers with no record found, undocumented workers such as tourist-to-OFW, and seafarers who moved to land-based work.

At departure, that 2016 Q&A lists two documents for an exempt worker at the immigration counter: a passport valid at least six months from the departure date, and a valid work visa or work permit naming the employer and job site. Where the visa does not name the employer, it lists a valid employment contract, a current employment certificate, a valid employment ID or a recent pay slip.

OWWA membership: how long it stays active

Republic Act 10801 writes the membership terms into law. Section 9 makes membership effective on payment of USD 25 or its equivalent at the prevailing exchange rate. It stays active until the current employment contract expires or two years after the contract takes effect, whichever comes first, and OWWA may collect the next contribution only after two years from the last one. Voluntary members registered at a job site run on the same two-year clock from the registration date.

Section 11 lists the proof of membership: an official receipt, an OWWA e-card, an ID card or other proof, with no extra charges on top. Section 10 lets the OWWA Board adjust the USD 25 after actuarial study, so the live amount is one to confirm with OWWA. The text was read from the Official Gazette copy archived on 2023-09-17.

PSA birth, marriage and CENOMAR copies ordered from abroad

PSA Serbilis is the PSA’s online ordering service. Its FAQ lists USD 20.30 per copy for a birth, marriage or death certificate delivered outside the Philippines through PHLPost, and USD 25.30 per CENOMAR. Its Fees section, which carries the date “as of October 11, 2023”, lists foreign requests at USD 6.00 per certificate and USD 7.80 per CENOMAR and says delivery fees for foreign requests are charged separately. The two sections give different amounts and neither says how they relate, so the figure that applies is the one shown on the PSA Serbilis payment screen.

Inside the Philippines the figures agree: PHP 330 per copy delivered to an address, an LBC branch or an embassy in Manila (PHP 430 for a CENOMAR), with PHP 50 off each additional copy. PSA Serbilis also offers DHL Express for addresses abroad, with delivery within 5 days after pickup from the PSA Serbilis office and the courier charge billed separately by DHL. Orders delivered abroad can be paid from overseas at BDO Remit offices and partners offering Kabayan Bills Bayad. PSA Serbilis says those payments show on the request after at least 2 working days, and the remittance fee is charged on top.

A recent birth, marriage or death may not be on file yet. The FAQ states that the record has to be in the PSA’s digital records before a certificate can be issued, and asks for at least two to four months after the event in Metro Manila and six months outside it. A request made sooner takes an extra 10 to 15 working days and usually returns a negative certification instead.

PhilHealth, SSS and Pag-IBIG coverage for OFWs

PhilHealth’s OFW brochure, dated as of August 2026, classifies OFWs as direct contributors with a premium of 5% of basic monthly salary. Land-based OFWs pay at PhilHealth local offices or accredited collecting agents, monthly, quarterly, semi-annually or annually; for sea-based OFWs the employer or manning agency deducts the premium and remits it. Registering a land-based OFW takes the PhilHealth Member Registration Form, a valid ID, and a copy of the latest OEC, job order or employment contract. For a hospital stay abroad, the brochure sets a 180-day window from discharge to file the claim.

SSS coverage is written into Republic Act 11199. Section 9-B makes it compulsory for all sea-based and land-based OFWs not over 60, treats land-based OFWs as self-employed members, and makes manning agencies the employers of seafarers. Under Section 19-A a self-employed member pays both the employer and employee shares on declared monthly earnings, by the schedule in Section 4(a)(9): from 2025, 15% of the monthly salary credit, with credits from PHP 5,000 to PHP 35,000. The SSS sets the current OFW contribution table, which is one to confirm with SSS.

For Pag-IBIG, Section 6 of Republic Act 9679 makes coverage mandatory for “Filipinos employed by foreign-based employers.” Section 7 sets employee savings at 1% of monthly compensation for employees earning PHP 1,500 a month or less and 2% for those earning more, and the employer share at 2%, on a maximum compensation that the Board of Trustees fixes from time to time. The current maximum and monthly amount are ones to confirm with the Pag-IBIG Fund.

Overseas voter registration for the 2028 elections

COMELEC Resolution No. 11171 opens overseas voter registration from 1 December 2025 to 30 September 2027 for the 2028 national elections, according to the Philippine Embassy in Washington DC notice posted 2025-08-29. Filipinos abroad who are at least 18 on or before 8 May 2028 and not disqualified by law can file at any Philippine embassy, consulate, Manila Economic and Cultural Office or designated post, or at designated centers in the Philippines. The notice lists a valid Philippine passport; seafarers can use the Seafarer’s Record Book, and dual citizens the order of approval or identification certificate.

Apostille for a Philippine document used abroad

The DFA Office of Consular Affairs apostilles Philippine public documents, such as PSA certificates, for use in other Apostille Convention countries. Its FAQ, read from the Internet Archive copy dated 2025-11-17, lists PHP 100 for regular processing, released after five working days, and PHP 200 expedited, released after two. An e-Apostille is available only for PSA e-Certificates in its first phase: PHP 200, paid separately from the PHP 300 PSA e-Certificate, delivered by email with no printed copy. The FAQ notes that some countries still want the physical apostille.
